A YouTube slide, live webpage, or other streaming source cannot be made offline merely because it sits in the same playlist. It still depends on the remote service and a working internet route. Build outage-sensitive playlists around uploaded media, then treat online-only content as an enhancement.

THE FIRST SYNC MATTERS
Publish the complete playlist while the player has a stable connection. Keep the player open until every uploaded file has downloaded and the full loop can play. If the playlist includes daypart rules, test the scheduled versions too, not only the default loop.
Then create a controlled outage. Disconnect the network without clearing app data or browser storage, and watch the entire playlist. Reconnect, publish one small change, and confirm the screen receives it. This proves both halves of the workflow: local continuity and eventual catch-up.
Watch the full playlist on the actual player instead of assuming that a successful dashboard upload completed the device sync.
Check default and time-of-day playlists so the player has locally available media for every important service period.

A file that did not reach the player cannot appear later merely because the playlist record was saved in the dashboard.
